i can't figure this one out,
bank 1 02 sensor 1
i had got p0031 so i bought 2 new ntk 24401 was going to change both banks, installed new 02 sensor on bank 1 and same code came back, installed the 2nd new o2 sensor i bought same code, i even installed both new sensors on to bank 2 and they are working,

took bank 1 o2 sensor connector off tested pin 2 getting battery voltage
tested pin 4 on the connector to pin 78 on the ecm got good ground while car was started
ignition switch 15 amp fuse M4 to pin 2 is good,
ecm pin 24, sensor pin 3 connector continuity exists
checked all fuses, relays
checked for short to ground and short to power,
tested each sensors pin 2 and 3 in spec
pins 1,2,3,4 no continuity
took cat off to check it and looks as it should, ran the car without the cat same code
did a smoke test no exhaust leaks, but wouldnt really matter if there was because its a heater error DTS
cleared the code, came back
disconnected battery for awhile code came back
before all this had happened i had bought brand new
id1050x
2x camshaft sensors
crankshaft sensor
6x ignition coils
6x LFR6AIX-11 spark plugs

relating to all those new parts ive tested all power and grounds to them,
