Vortech belt...when to tighten..cold or hot

Vortech belt...when to tighten..cold or hot
OK...after about 500 miles my belt is starting to losen up . I can turn it more than half way and it has about a half inch of play .Should I tighten it when its cold or hot ? Or doesnt it make i diff. ? THANKS
