Default What is a High Stall TC?

I am not the most inclined person when it comes to what engine components do. With this in mind, have been reading a lot of posts about a high stall TC being of the the best bang for the buck mods for an AT. Would someone please tell me in lamens terms what this does. How does it work differently from an AT? What would I expect to achieve by installing one of these? Thanks in advance.
