the holes for the grommets appear small, should i be dremelling those to the proper size?

just put mine on...
the grommet holes are smaller than the oem, so you have to dremmel it open or go without. i went without.
the fitment wasn't great, felt like it was smaller and doesn't cover much of the plenum. oem covers some of the plenum.
overall, it still looks pretty good.

I didn't use the grommets when I did test fits here, just popped it on and viola
- but I guess if you are going to, then a simple drill or file to make the holes bigger is your best bet
As for it being smaller, maybe there are slight differences between OEM covers by production date?
I just did a measurement of my OEM cover (2004 model year, 2003 build date) to this one, and both measure 10.2 inches exactly from the front edge of the cover to the back edge.

there is no difference in a rev up oem engine cover vs non as far as I've ever been able to tell.
I honestly don't see the need for any of the factory rubber grommets - people can use them if they wish, but they don't really serve much purpose

Right now we're just concentrating on getting the rest of the 2nd batch sent out. I have not decided if we are going to do a third group buy or not, or just make it a regularly stocked item - too early to tell
