It allows you to run one single wire from the battery or from a ground point on the frame to a central point in the rear of the car or where ever you would like to.
From the distrobution block you can power or ground multiple amps without running multiple wires to the battery.

How many amps u running? If only one amp u don't need one but if you have more than one then you'll need two distribution blocks.
For instance I have 2 amps: JL 500/1 and 300/4 and I have a 2 Gauge wire from battery into factory sub location (amps mounted there) and then that wire gets split down into 2 - 4 Gauge wires (one for each amp - power) and the same goes for the ground wire. One wire ran to Distribution block then split into 2 wires (one for each amp)
Hope that helps, search Yahoo! too they have alot of helpful tutorials on Stereo equip!
