Default Fuse blown? Or bulb?

I got some moisture into my headlight and when I turned on my car, the HID bulb in that headlight momentarily went on but then went out. I had to resort to hibeams while awaiting my new bulb, but then the same exact thing happened to the H7 bulb: went on but then died. Question: are these the bulbs that are dying out or the fuses? I looked at the bulbs and they look fine, plus the headlight was cold when this happened and I was under the impression that moisture generally kills off bulbs if it comes in contact with them when they're hot. What do you guys think? And if it's the fuse, how do I find the fusebox, the right fuses, etc?

The fuse box is on the drivers side near you left knee. The fuses are labeled.

the bulbs are fried my passenger side HID is fried due to moisture as well

If I check the fuses and they're alright, is it the bulbs or the circuit?

I thought the fuses for the low beam lights were near the battery? anyhow, it might be the ballast or the wires if the fuses are ok. I don't know if HID's are different, but most bulbs either work or don't work. just like your home light bulbs, when they burn out they don't come back on.
