yea i just went out to discuss making one
i thought about taking 1 1/2 steel high tensel strength pipe and welding it to a couple 5 inch steel plates to bolt onto the factory seatbelt locations running the bar behind the headrests
does anyone already make one?

the Sparco one would work fine for you then - not what Id use for all out competition (in that case, better off with a full cage) but it works well and we've used them quite a lot

none of the cops in kentucky would know the difference
half the time you wont get wrote up for not wearing a seatbelt
they see some racing harness even if attached wrong somehow and they would more than likely pat you on the back

But . . . if you install a roll bar, you better make sure you wear a helmet all the time. You'll just look funny driving on the highway wearing a helmet but at least your noggin' is protected from smashing into your roll bar.

In many states, harnesses are illegal for road use. Those that are legal for road use tend to not be legal for any sort of sanctioned racing.
A harness bar is not "as" good as a cage, by any means...but it does give a safe place to mount harnesses to, which is exactly what it is designed for. It's not designed, nor pretends to offer any rollover protection, or any crash protection of any means.
Not every harness bar is legal for club type track days either
