Can't charge my phone...anyone else?

I have an '03 Z touring with about 35kmi on it, i got it used 2 months ago with 30kmi, in excellent shape.
I just bought a car charger for my verizon chocolate the other day...plug it into my passenger side cig lighter outlet mounted behind the passenger seat, and it doesn't work. I had ciruit city test the car charger unit itself in the store, and it is functional. So the problem is with the Z:
Am I missing something simple here? like a switch to "activate" the outlet? Is there another outlet in the Z better suited for this application? Or do I have a broken outlet?
I searched for an hour or so on this sight, and even cracked open my owners manual, with no results.

Car was powered on. If it is not a blown fuse, than I suppose the previous owner could have tampered with the wiring to add mods, hardwire a radar detector, but given the condition of the car that is unlikely.
So the 03 Z's only have that one outlet? ( my jeep had 2: one 12v all the time-even when car was off, and the other was a 12v accessory only when car was on, hence my confusion)
I have the same crappy phone and charger. I also have an 03 with a V1 hardwired on the same circuit as the cig lighter. While I only need to charge my phone maybe once every six months, I decided to one day and blew the fuse on the circuit. I ended up replacing it with a heavier fuse and it worked fine.
I think to get it to work I had to put the charger in and rotate it until I saw the light come on. The charger from verizon is a pos (like the phone) and it only makes contact at a certain angle.
