Default Burned out headlight question

I was on a nice twisty drive, and somehow my left front inner fender got ripped out, on the way home it started raining, and the water splashing up in there caused my headlight to burn out. I bought a new bulb and plugged it in, and it burned out right away. Does anyone know what is shorting out..is it the ballast? I don't want to spend another $90 for a bulb just to have it burn out again.

how about changing the ballast....any ideas? I cant see down in there where the wiring harness comes from. Does it disconnect from somewhere or do you have to re-attach the ballast at the end of the wiring harness.
