03-05 headlights are a hybrid projector/reflector housing. Painting the reflector portion of the headlight diminishes output greatly. Thats why when you sometimes see blacked out 03-05 headlights, the bottom portion is left silver so they are still functional.

Whats the most you can black out without losing functionability? So its okay to black out the top part right?

yes, that piece also comes out separately along with the bezel.
