Default Front bumper modification-a tow truck hit my car!

Last night I was in downtown NYC and when I returned to my car I noticed the entire block was empty of cars with mine being the only one left on the block with a parking ticket.
This morning I noticed the lower part of my bumper was dented. Looks like they (the police) tried to tow it but couldn't. I'm pissed!!!!
Now I'm trying to decide whether to call my insurance, pay the deductable to get it fixed or just live with it and down the road get a new bumper....

Any ideas? Is this easy to fix or not worth it?

Anyone else have any ideas? Is it really that easy to pop out or do I have to remove the bumper then do it?

If you just heat up the plastic with a heat gun, it will pop right out.

Try to pop it out first. If it were me I would just live with it until I was ready to put a new bumper on there. No need to pay to fix it if you are planing on replacing the bumper later anyway.

Heat it up with a heat gun, if you don't have one you should be able to rent one from a local auto parts store. If the plastic starts to look "wet" then you should stop applying heat, once it is heated up it will pop its self out, but you might need to help it out alittle.
