I have an 04 Base, NO HID, and would like some information on what is needed in order to swap them out for a set of 06+ bixenons.

just regular tools, screwdrivers, and sockets set. You have to remove the front bumper to do this.

I have an 04 roadster touring w/HIDs & I'm buying the 06+ Bi-Xenon headlights. What are the ways of stopping the turn signal from staying on constantly? I know there are a few ways around this, such as switching out the bulbs like this:

or cutting the blue wire.....
or using a single filament bulb...

Can anyone explain this more in depth as to what needs to be done EXACTLY to change 03-05 HID's to 06 Bi-Xenons on an 04 & fix the turn signal problem?

I know that, lol. I was referring to the wiring aspect. Does the factory harness and the harness from the bixenons wire right up? Does any modifying need to be done?
