In general, its quite obvious the lip goes on your front bumper. It will likely be easier to fit on if you take the bumper off because it is quite flexible. Depending on that material the front lip is made of, it may or may not be flexible. Crappy replica lips often need a lot of messaging from a bodyshop, sometimes so much so that they have to cut it in half, fill a "spacer" in, and then smooth it out.
