neither honestly...If you dont have a set of rims to set the kit off it really wont look good.

Of the two, I'd say go with the chargespeed. Or you could do both and change them out whenever you felt like changing it up for a while.

chargespeed reminds me of a fish/koi. Ings is aggressive. I like both bumpers. I see more of the ings on the forum, so go with chargespeed.

Do you have sides and the rear picked out too? It's hard to say which front looks the best without knowing what the whole scheme will be. Either one is going to need aggressive pieces to make it all flow well.
Put up pics once you get it all together.

i say chargespeed. and for the rear, chargespeed's rear is way more better
