you do not have to take the front wheels off. however, you do have to take the bumper off. search the site under front bumper removal. there should be at least one thread with pictures of how to do it. it is pretty simple, just 11 bolts, 4 screws and a bunch of pop rivets. once the bumper is off, its very self explanatory.

it's real easy if you take the bumper off, but it can be done w/out it....just get the car on ramps, look underneath and take off all the bolts/clips you see on that front diffuser (aero package) and take off enough from the wheel well to get your hands in there w/ a screwdrivers and unscrew them...the driver's side is easy, the passenger side takes FOREVER!!! there's a fluid tank in the way, i even got the special tool that was recommended and it was still a ***** to take out...a lot easier to just take off the bumper....

Step by Step Instructions on installing Side Markers is HERE
You do not need to remove the entire bumper but it does make it a little easier on the passenger side due to the window washer reservoir. I did mine without removing the bumber.

I just changed mine out yesterday, I did not have to take the wheels off, just turned them all the way to 1 side. The driver side was insanely easy, just loosen the wheel well and bend it back a bit for some room to work.
For the passenger side, I had to loosen the wheel well off even more and loosen the front bumper (but not completely take it off) so I could bend it back a bit for room to maneuver. However after having done it once, I could probably change it again in under 30 minutes now.
