Default Need Help Identifying Switch

I found this underneath my passenger side dash. I looked in my owners manual but didn't find and thing but then again i have no idea what I am looking for. Its a little black box with a hello light and a small golden key in it.

Looks an awful lot like the airbag cut-off switch I used to install in police cars. Undo those zip ties and pull the module down. There should be a sticker or something on it. I'm guessing you bought the car used?

Just curious, why did they want airbag toggles in the police cars?
