Default Paint job worries... advice, anyone?

I recently took my car to a body shop to have the rear bumper repainted (it had been lightly damaged in a parking lot mishap).
The car was supposed to be done last Thursday. On thursday morning, I received a call from the shop owner, who informed me that they had just finished reinstalling the bumper and were detailing the car, when they noticed that there were a few bubbles in the paint. So, they needed to repaint. I could expect my car by President's Day (monday). This morning, I called the shop, and was informed that "the same thing happend - the paint bubbled. We don't know why." So, they are repainting AGAIN.
I'm very surprised to hear this, given that the shop is reputed to be very high-end, and they allegedly use very good paint (Glasurit). I have this sneaking suspicion that they're not being honest with me. Does this story seem plausible? Has anyone else had problems with paint bubbling during a repaint of an OEM bumper? What should I do?
