Side skirt - stone guard question - like clear bra?

Side skirt - stone guard question - like clear bra?
I need to replace one of my side skirts. I am getting a used OEM skirt, but i need to have it painted.
My question is... near the rear of the side skirt there is a stone guard (a clear area that looks like thick clear bra). Does this get removed for painting? Do you paint over it? Can I buy a replacement if I get this one off?
Any advice appreciated!
