Sunset- are you sure you have no vacuum leaks? Is your idle stable for 2-3 minutes straight? You could have your cog belt idler too tight creating too much resistance. If you have belt dust, it's caused by friction. Either by mis-aligned belts or loose belts. Remember the load increases on the s/c as boost builds, so slippage will occur at high rpm where it's hard to see. Good luck in your hunt.
Boost begins at rpm but takes awhile to get full 8psi..

gspot - From what I can see, all vaccuum lines are good. no kinks and smooth bends throughout - the car idles great. Before driving the car, i make sure it is warmed up before heading out. I will agree that dust would be caused by friction, that is what I figured.

I will look again at the cog pulley, and review all the vaccuum lines. Maybe I missed something. I am leaning towards mis-aligned at this point, but the thought about the cog idler pulley may be worth investigating.

gspot- after removing the shims i had installed, the plate alignment is 10 times better. Not sure why some are suggesting placing shims/washers behind the mounting to align the belt better, but in my instance it was not a viable solution.
