Agreed. Phases are good. Get used to the car in stock form first, and then change things just a little bit at a time. If you apply your mods slowly, you'll appreciate each change more and learn the nuances of each item. Also, do your research and find out if each item in your upgrade path is actually worthwhile. Many aftermarket goodies aren't worth a dime as far as real-life performance goes.
It's personal preference, but I'd probably do it more like this instead:
1. Handle your driving skills
2. Better tires (rims if wanted/needed)
3. Suspension/Swaybars
4. Intake and/or Exhaust
5. Headers
