I never said the out of box actuators couldn't do that. Read my post more carefully. I said it doesn't matter what boost control you are using if the actuator its controlling is not physically capable of holding the gate closed for that amount of pressure.
I never said that you said they couldnt! I was just giving an example of my setup and what is achievable with an open exhaust.
