Sorry Tig, got your PMs but have been really swamped. The circled one in yellow is the one we replaced too. It was collapsing. When we took the turbo out we saw the duct was flimsy and weak. This kit was a used kit, and there was a lot of oil inside the ic piping, so it probably oil soaked and weakened somehow (from the other car). As a matter of fact, we had a couple of couplers popping off the ic because they were contaminated with oil, and we had to replace them with new ones. So we just grabbed a new one from another kit, installed, and the problem went away immediately. the car held boost at 9psi all the way to redline.

so the conclusions are: combination of oil contamination on the hose, hose would collapse, choking the turbo, loss of boost.

thanks sam, i had the same problem, oil leaking into the discharge tube and inlet, filling the intercooler with oil and causing the silicone coupler to leak. it happens every few months, i have to take that in coupler off and clean out the ic. i never thought about that pipe collapsing at high rpms. that was a good catch, how did you figure that out that was happening, did you watch it collapse on the dyno?
