Update!!!! SOLVED!!!!!

It was decided to pull off the cat that came with the t-netics kit and see if anything was going on with that side of things....maybe an exhaust restriction that was stopping exhaust flow and the building of boost.

BINGO!!! Just downstream from the catalytic converter was a huge chunk of the honeycomb insides that had blown apart and wedged itself sideways in the exhaust. Additional fragments had jammed up on top of that main chunk and almost completely blocked the exhaust. I am actually surprised the car ran at all with such a backpressure problem. Almost like sticking a banana in the exhaust pipe like back in the old days.

No real sound difference because the stock exhaust is still on the car. The car still seemed to run fine but the car wasn't being pushed hard past 2000 rpm's until the boost issue was resolved anyway. The car still ran perfect in the lower rpm's where the exhaust flow wasn't that great.

hm.. ok now i am thinking about getting a new DP without the cat.. i paid 300 dollars extra for the catted version.. knowing its highflow cat but still a cat .. which might cause some backpressure... hm.. my orignal dyno was only 300 at wheel .. i really think the cat is holding me back by alot.

Well....it's something to keep in mind. This may be a single occurance but it might be something to keep in mind where emission testing might be an issue in the area where you live. If you can....get the kit without the cat..IMO.

A big thanks to "Underpressure" and his ideas about the cat problem and his experience with this common problem with Evo 8's. Thanks again.!! The owner is veeeeery appreciative. Car was back together last night and making full boost after the rest of that cat was gutted and the exhaust system was blown out.
