Fuel return systems don't make power. They just provide more consistent fuel pressure across all injectors and cylinders. This allows for more precise and consistent tuning.

That being said, you shouldn't need a FRS for that power level. You'd be better off upping the injectors, or doing injectors with a fuel return system.

If you were able to get more fuel out of the unmodded fuel basket then the modded one, both while using the same walbro, maybe you messed something up when doing the mod. I would double check the modded fuel pump assembly against another one that has been modded and has produced favorable results (if that is practical).
