Chris play with the adjustment on the BOV and that should do it. The Raptor is a universal part so it's not preset for any application. Also check where you have the line going to the intake manifold and on the BOV the TOP PORT is all you use and the bottom port leave it open.

Compressor surge is when pressure backs up back into the turbo compressor wheel when it's got nowhere else to go when the throttle plate is closed. That's what a BOV is for, it releases that pressure, which can damage your turbo.

So I went for a ride in Chris's car and I confirmed the bov IS working, but he's right though, you can't hear it for sh*t. Then I had him look into the actual bov while I revved it and it blew off in his face

Yeah, you can build boost at idle if you rev it to redline. This turbo isn't THAT laggy.
I don't think fluttering is always compressor surge, either. It could be that not enough boost is being built to actually hold the actuator open. I'm assuming you rode in the car to make sure it was building boost normally?
