Even if you change the rotors along with the pads, you only need new friction disks, which can't be more than 1K and say another 600-800 for pads.
I can see them being 3K with labor and retail on everything, but the DIY'er should be able to get it done for less.
Definitely not 4k though!

my estiamte was based off the japanese parts catalog
Front Brake Disk Rotor 75,400 yen ($718)
Brembo Front Brake Pad Kit 90,300 yen ($860)
although endless just came out with GTR pads that run like 360 for the front and 250 in the rear project Mu have some for 470 up front and 350 in the rear.
