in some cases. If you take your car there and they flash it to according to your mods, its considered a tune but what he needs is a retune because he has changed injectors and plugs.

in cases like with the turbonetics turbo kits. Those reflashes are temp to let you drive to the shop for a tune. Both parties are right.
