Default Repainting some scratches on the rear bumper

I have a 2009 Nissan Skyline (aka G37) and caused some minor scratches / scrapes at the edge of the rear bumper (right around the round edge near the rear tire).

The nearby Nissan dealer told me the entire bumper had to be replaced because the entire rear bumper needs to be covered with the clear coat after repainting the scraped / scratched area because Nissan uses scratch shield paint. They say that the cost of repaint and a new bumper is not that much and they recommend replacing the entire bumper.

I am very skeptical about this as I don't think the scratch shield paint is too special to be blended with the regular auto paint. My car is black.

Is this dealer bullshXting me?

One of the auto repair centers had no problem quoting me the price (a reasonable price at that) and said they can fix it and blend the paint as if nothing happened.

Yes, the whole bumper will need to be re-cleared after the scratches have been painted over.

I don't know why the hell you would need a new bumper, though.

Like he says, it may be cheaper to get a new prepainted bumper from Nissan. I don't see how he would be BS'ing that. There does not seem to be any benefit to him either way. Personally I would just go with a new bumper.

The dealership is definitely messing with you. There is no way you need to replace your whole bumper. Go to a legit body shop and have them respray your bumper so it blends well.

Here are a few pictures of the affected area. As you can see, the scrapes are around the edge of the rear bumper near the tire. I cleaned out the area to get rid of the white paint / substance off that damaged area. So, since the color is black, you might not notice it by a casual observation.
Sorry about the poor qualities of the pictures. I took them with a cell phone camera. I circled the scraped area.
I am thinking about not getting repainted as I think I can almost hide it with touch up paint with some mild polishing.

Not certain what I am seeing? Damage? Reflection?

I would be happy with a $5 bottle of touch-up paint. If you want it perfect get it painted.

Here are a few pictures of my car before those annoying scratches on my bumper. I have edited the previous pictures to highlight the scratched area.
