Got the car up on jacks... got all the nuts off from the top of the stock cats but the two easy to reach nuts that connect to the Y pipe are Frozen. I have no access to a lift or neumatic tools... does anyone have any advice?! Need help asap... already wd-40'd

Did you let the wd40 soak for a while? Hit it a couple times to loosen it up a bit (not too hard). Go pick up one of those mini torches and heat it. That's about all I can suggest.
