for best, it would be like this:

Header - HF cat - Dual Exhaut

I would receommend to have Dual Exhaust frist then HF cat then Header (since installation cost for header cost a lot)

i guess it would depend on how much you wanna spend.

but i'd go with a hf cats first, since that the most restrictive part.

hfc, ypipe/exhaust, plenum/spacer, headers, reflash, in that order
