the turbos alone will NOT get you 200hp...This person you know of may have 200hp, but you downplayed the part about the "basic bolt ons." The bolt ons for this kinda of improvement will be costly, and engine work must be done.

I follow maxima modding very closely as I am a Maxima owner (check out forums.maxima.org). Our exhaust system is very restrictive a simple y-pipe bolt on increases the fwhp from 150 to 172 or so (yes FWD drivetrain loss sucks). Add an intake + redo the rest of the exhuast and you will run @ around 185. A new mod with a Variable intake is around that adds about 22 hp thats about it. Total cost for ALL these bolt ons run anywhere upto $1200 thats it. There are NO CAMS or any internal engine work available for our engine. Just the usual stuff like lightened flywheels. I believe Stillen or JWT is in the process of coming up with cams and they would be the first company who has done so for a VQ motor. At a bare minimum he would be running 200 fwhp over stock @ 12.5 psi from a single.

Turbos can give you anything you want they have limitless potential. I suppose the big key now is if his engine will last @ 12.5 psi. We know for sure they run very well @ 11psi without even hicupping. I believe someone ran a test motor at either 14 or 16 psi and blew the engine in a couple of hundred miles.

Unless you have welding skills, you will have to take it to a muffler shop. Ask them to replace it with 2 1/2 piping. The shop I went to charged $40. But like I said, I do not like the way it sounds. It doesn't hurt the car. Actually, I've seen people post dynos getting 2-5 HP gains.

I think it sounds too ricey though. Cant wait for my Stillen exhaust to arrive!
