will an intake or pop charger make the stock exhaust louder???

Yes past 4000 rpm...you'll love it. It's not too loud though, when the popcharger kicks in it's like a growl...

pop charger won't change the EXHAUST sound. It will change the INTAKE sound.

kinda sounds a little like a turbo at lower rpms

Any intake will not affect the sound of your exhaust. Headers, test pipes, y-pipe, or exhaust will.
