I'm not sure, i just noticed they we not attached to the bumper when i was under there. Previous owner maybe, who knows.

i think i've seen in Japanese magzine that some company do sell a fiberglass made pieces that can cover one side of exhuast outlet.

that's what I had originally planned on doing ~ but I like how it looks with the center section gone better...plus it doesn't cost anything!
