Default Quick/Easy Stock Mid-Pipe Question

The stock mid-pipe is 60mm (about 2.36") in diameter. Is that the inner measurement of the tube, or the outer?

I'm buying some exhaust tube and the place carries 2.25" diameter and 2.5" diameter tubing. Just wondering what I should go with. They said something about welding the pipe within the stock mid-pipe, or around the stock mid-pipe, if that makes sense.

I am cutting out the stock mid-muffler / resonator if you are wondering
