Since you are in Florida it does not matter to a degree. YOu cannot go in for in house tuning so all you have to do when you are gettign the reflash is put down Stillen Headers in your mod list and Tadshi will flash it as if you have headers and whnever you get the headers it will account for it. It would be easier if you just got the headers first though. As for headers its about a 6 hour install job but make a pretty good difference in performance. And as for the baseline goes you can can do it your way np to figure out how much the reflash gives you if thats what your looking for.
