I wouldn't recommend the greddy evo2 with headers & testpipes. (been there, done that)

HKS w/ test pipes & headers will be loud but not that bad, at least to me it wasn't.

What kind (brand) of non-res test pipes did you have with your HKS? I'm debating about whether to get test pipes on my HKS and am somewhat worried about it being too loud as well

If you have TP's the HKS will be loud. I don't know about the Injen one, but I speak from experience with the HKS.

It was also raspy above 4000rpm

I've got a buddy who has the borla TD. Very nice sound. Not too loud but a little more aggressive than stock.

What kind of TPs did you have? Would you recommend getting TPs?

I had the Megan Racing TPs.

Here was my original Setup:

DC Sports Ceramic Headers + MR TPs + HKS TD = annoying drone, and hardcore rasp above 4000rpm

After I sold the Headers (ie TPs + HKS TD) = annoying drone and hardcore rasp, however it was a bit quieter.

The Megan Racing resonated TP's aren't bad quality at all, if you have the stock exhaust however (I put it back on) the heat shield on the y-pipe rattles for some reason.

Once I get my other stuff I'll be selling those too, if you're interested.
