I Have A Question After Installing My Test Pipes

Default I Have A Question After Installing My Test Pipes

So after finally getting the driver side top bolt out... I successfully install my test pipes today. When I was putting everything back together and tightening everything up, I noticed that the steering arm was not fully in. I can not get it down any further than in the pic below. Is this safe to drive or how can I get it completely down in there. Maybe I do have it all the way down but seeing the teeth rusted makes me think it was further down... I pryed it up a bit but never completely took it off.. and it was the lower part not even the part of the teeth you see in the pic, but I did have both bolts out at one point so that is why I'm not sure if it really isnt completely in there now. Thanks for anyone who helps me out here!

try using some wd-40 spray to get it back in.
spray and wait for 15 minutes.

Seeing the teeth rusted makes ME think it's all the way down. They are rusted because they have been exposed to the atmosphere.

yes I had both loose at one point.. and how is it a dumb question when I am simply seeking advice on it because I don't know the answer. I don't want my steering to not work if it was to fall out or something when I'm going down the freeway...

If you are not sure just take it all the way back off and put it back on. It can only go on so far. Then tighten the heck out of it.
