I know this sounds really noobie of me but will the upper/lower manifolds/runners port and polished make a difference on a DE motor? Would it still pass smog in ca if purchased?

That is basically correct. Modified to simulate the MREV2 modifications, and also machined, ported, bored, polished in other areas.
Expect results to be similar to a MREV2. However be aware that I do NOT have the flow bench and test facilities setup, or the funding, to perform unbiased, independent back to back comparisons on a Dyno.
Which is the primary reason this is being sold for such a low price at this time.
Please also note, I'm not copying, or trying to make something better than Motordyne, anyone in the know should know Tony puts hard work into his products, and they are the REAL DEAL.
If you want guaranteed results, buy the Legitimate MREV2. This is not an attempt to knock off his product, this is just an alternative with some other tweaking.
I produce maybe 1 or 2 of these a year.
My car is running one, bone stock sedan with a Vortech. Detuned. Kind of a senseless post, to be honest, since there is no comparison, and this is a Supercharged car. Shows good air flow in the curve though throughout the range, with the typical fall-off near red-line that you experience with any stock-based intake manifold
