My headlight has small cracking on the inside (I know this because when I touch the area on the outside with my finger it is smooth). Is there any way I can fix this? Would it be possible to open up the cover and sand down the cracking and then polish? Here's a pic of what it looks like:

I see what you mean now. Unfortunately, deep scratches are nothing that can be buffed out with ordinary plastic cleaner. I once had a professional re-surface my plastic headlights on a 9 year old car. they were stained really bad. He did a process where he sands down a layer of plastic, then begins to buff if out with an orbital buffer. Eventually he buffed it to a clear finish. It doesn't look like new, but it looked better than the yellow-ish film I had on the headlights. On headlights as new as those, you might have to either deal with it or pony up and get some new ones. New lights can be expensive though. Not sure if it's worth it. Good luck.
