Default Need help!! Z wont start

Well I pulled my car out of storage today. Started right up. I shut it off and then a little bit after I tried to start it and it wont start. I pulled the codes and I had a P1564 steering sensor. also fuel level sensor code and some other code. So I cleared all the codes but P1564 wont clear. Im wondering if its the fuseable link on the positive battery terminal is blown. All the dash lights light up but it wont turn over. Or click.
I dont know what to do. I have checked everything else. Does anyone have any ideas.

Did you have the battery on a trickle charger?

Battery might just be low on juice.

For a master rest on the ECU pull the terminal and pump the brakes a few times to clear any power from the ECu...

Yes I did have the battery on the charger. But it started up and now it wont. I tried another battery and its the same thing. So I left the battery out for 24 hours and Im going to reinstall the battery and see what happens.
What I dont understand is why cant I clear P1564. Where is that steering sensor located. Does anyone know?
