Default how free should the wheels spin

i jacked up my car and they don't spin freely. they spin but i have to turn them with a little force two fingers pushing down but when i let the rim go it stops dead

this may sound crazy but if you can help it will be appreciated

They won't spin freely due to the brake pads are always touching the rotors. Too much friction.

That and this ----A properly loaded, healthy bearing will NOT spin freely. It is when a bearinged assembly spins freely that the bearing is worn.

That dosent mean there are rough spots .... It means that there is a smooth drag
