Problems starting the car and it doesn't look like it's the battery?

Hey guys, I started having this weird problem with my car not starting.
The symptom looks like the battery is dead, in that when i try to start the engine, all the lights/electronics in the car shuts off and the car doesn't start. The voltage meter is saying the battery is around or just under 12V.
Here comes the weird part. I got out a volt meter to check the battery myself and it's around 12V, and even when I got another car to jump start it, the car will not start.
What I had to do was fettle with the fusebox/relay? thing that's in the battery area, and then the car would start, but it does sound like it's struggling to start sometimes.
Am i having some wiring problem, or the battery is actually dying?

Sounds to me like you already found at least a possible problem. If you had to fiddle with the fusebox to get it started, you might either have a bad fuse or a bad connection somewhere.
