Default Key - ON Position - SES Light Blinks several times - No code

The title pretty much says it. I've searched and have no solution, but I just noticed this. If I turn the key to the "ON" position (engine is not running), all the lights on the side come on. This is normal, I know. However, if I sit and wait approximately 20 seconds, the SES light begins to blink slowly and then returns to being on with the rest of the lights. Here is a video showing it:

I plugged in Cipher and attempted to retrieve any error codes. However, it came back with nothing.

Is this normal? Help?

EDIT: Found solution. Latent issue of codes having been cleared. No actual problem.

/thread.

Didn't bother looking it up in your owners manual, did ya?

If this indicator light comes on steady for 20
seconds and then blinks for 10 seconds when
the engine is not running, it indicates that the
vehicle is not ready for an emission control
system inspection/maintenance test. See
“Readiness for inspection/maintenance (I/M)
test” in the “9. Technical and consumer
information” section of this manual.

Well, I did, but I had run a word search for "blinking" instead of "blink". My bad.
