Default Brake Light Problem

Hey guys I have a 2003 Z and I just found out my passenger brake light does not turn on when the lights are off, but when I turn my lights on, they come on, but just don't illuminate brighter when you step on the brakes. Any ideas what is going on? Thanks!

To clarify When I turn my lights on they illuminate, but when I push the brakes the bulbs don't get brighter.

Correct. There are two filaments inside the bulb. When you turn on the lights, the "tail light" filament illuminates. When you step on the brakes, the "brake light" filement illuminates. If one of the filaments burns out, that part doesn't work.
