Default Concerned - Front cross bar

Hi guys, I need a little help. I do a lot of motorsports, still learning. I was changing my oil today. Noticed I was missing a bolt on what I think is the front cross bar on one side of the car, and the other side the bolt wasn't entirely screwed in. The bolt was missing from the furthest out bolt socket, towards the back of the car, end of the V.

Update: here is a picture of the area.

Is this a major problem? Where can I get the bolts? Do I need to torque the bolts?

Thanks.

Those bolts are torqued to 46 foot-pounds per the '07 service manual.

I'd like to know why the bolts were removed in the first place. I'm sure they didn't fall out by themselves. Was the car ever wrecked?

The car is not a wrecker, someone forgot to put the bolts back on or something. I recently got a new clutch and flywheel installed. Could that be the reason? It is nearish to the transmission.

Leaving the bolts loose or out on a major suspension component doesn't sound promising.
