02 sensor questions banks

So i plugged in my obd 2 reader cause I keep failing smog for high C02. And I see that Bank 1 sensor 3-4 and bank 2 sensor 3-4 have no voltage. Were are these sensors located after cat or at the header.. Thanks

Sensor #1 - pre-catalitic converter
Sensor #2 - post-catalytic converter
Bank #1 - Same side as cylinder #1
Bank #2 - Same side as cylinder #2

High CO2 indicates excellent combustion. Why would they fail you for that!? Do you mean CO?
I live in a place that doesn't have emissions testing...
