E-Brake Issue

Hey guys. I have a 2003 Enthusiast Z with ~66k miles on it. Recently I noticed that my e-brake doesn't really... work. If I rip it in a turn or even going straight it doesn't break traction on my tires. If I have it fully engaged and try to move from a stop, it's as if it's hardly engaged at all.
Do e-brakes wear out? Can they be replaced? What do you think is going on?

Anyways you need to adjust your e-brake cable then you can "rip" in turns...
