Default Crazy high alternator voltage

So I built a vq and replaced all the accessories. The new alternator was pushing out 16.5+ voltage and climbed until my digital gauge just read "HIGH VOLTAGE"

So I replaced the alternator since the regulator is built in. Guess what... New alternator does the same damn thing.

I really dont want to replace it again, seeing how I have to drain the oil every time I wanna pull the alternator (vq in an s14 chassis w/ oil cooler sandwich plate means zero room to drop alt)

What else could it be?

Might be a stupid response, but is it possible that the gauge is faulty?

check the pully size! the new alternator may have a smaller pully, the smaller the pully the faster it spins making high voltage readings. most cheep hi amp alternator companys do this insted of changing the windings and regulator.
