My rpm will flutter like it hits red line for a second than stop and continue is this an electrical issue or my clutch slipping making the rpm jump for a moment?

I had an issue when I first got mine that sounds exactly like this. I went through many forums, and dealers. It turned out to be loose connection in wiring harness. 2 sec fix. Never had the problem since. Good luck.
