Default Car spills fuel before halfway full

I recently changed my fuel pump since my last one was going out.
i had a little under 1/4 tank of gas since i knew some gas would spill.
i changed the fuel pump for a new walbro 255, pretty simple install
The gauge works fine, and the car runs better than before.
Except when i go to fill up, i cant get more than about 6 gallons (total in the tank) before it starts to spill from under the passenger side.

Any ideas what it could be? both of the lines that were connected to the fuel pump basket are secured in the right place.

I had the P1444 code because of utec and the altitude, i dont have any other codes at this time.

is that the big o ring that is #3?
Ive been looking through the service manual and i followed the same procedures

I replaced the o ring and the fuel filter and one of those seemed to do do the trick. thanks a lot for the help terrasmak, really appreciated.
